This could be done manually by administrator by adding a field which would state either a workflow step number or just if a document is currently in a workflow. In the minimal case (only marking when in workflow) it would require setting a value at the beggining of the workflow in that new field and - clearing it at the end of the workflow. If the field were to show the current step number (or something similar), then it would have to be modified at every step of the workflow, but the search for the users would still be quite easy - to search for documents outside the workflow (before/after one) they would just have to search for EMPTY() within that field; and, conversely, NOTEMPTY() would yield all document currently in workflow in search results.
