This seems to be more a configuration issue as this could be already done today.

Can you add the option to send the document as either a fillable or flattened pdf after writing data to the merge form, like for instance a invoice that has to be sent from DocuWare . You don't want the client changing the values on the invoice. It would be nice to add the option in the email step in the workflow to either select from a fillable pdf or a flattened pdf file as per attached screenshot.
