Print/Download without annotations
When you print or download a document it should be possible to only give the user one option with annotations. For example: Users should be only allowed to download/print documents WITH annotations so they can't even see the option to print/download without annotations.

This is possible with IIS URL rewrite rule. You can even select desired layers.
