Allow users to edit after checking out/checking in a document. Version control should be able to be manual and automatic not limited

As soon as someone checks out the document in order to work on it for an extended period, the ability to edit quickly is gone. I would like both check out and edit options or it messes wtih our process.

We are using multiple files in a package where some files in the packet need to be edited as a normal work function. If I need to replace a file in the packet I want to be able to check it out, unclip, re-clip with the new file and then check it back in (this way I can use the revision to track why the file needed to be replaced). Then the packet needs to be edited to add the balance of the info for a completed workflow packet.
