Can you explain a use case for this kind of functionality. I cannot think of a real world scenario where you want to limit the users from storing their documents to DocuWare.
What is a user supposed to do, if he is not allowed to store more documents?
Should he delete them or save them on his computer?Would be very helpful, if you could give us some ideas why you want to have this functionality.

Can be very useful in General Document Pool where users store general documents. However, I don't think you should restrict users to use the DM System. I would focus more on adding ways to make it even easier.
